At the modern stage, information and communication technologies are being developed at logical and physical levels of processing that mutually complement each other.
Much has been written and said about the logical level. As for the rest, the first wave of development of radio frequency identification (RFID) technology has resulted in a large-scale mastering of the physical layer of processing. This is evidenced by the special attention of economically developed countries to the advancement of this technological direction.
And this attention is not accidental.

Looking into the near future, rapid development of element base (endowed with intellectual functions) and technology of the adaptive network integration leads, naturally, to the replacement of RFID technology by Microsensor Technology (Micro-Sensor Technology), including nano- and organic technology followed by Internet of Everything (IoE) and Cyber-networks, with near-Earth cyber-networks in GLONASS, GPS, Galileo, Bĕidŏu systems.
The Information Society is experiencing a Cybernetic revolution. Clearly, local and global cyber-network resulting from this revolution will web and conquer the whole world from dwellings, wallets and currency to technical systems, industrial complexes and land.
Thus, the world economic leaders put their hopes in the achievement of technological advantages and superiority not only at the logical, but also at the physical layer of processing. And those, who do not learn from history, are doomed to the unenviable role: they will install the cyber-networks themselves and at their own expense; however, others will control this power.

Meanwhile, as shown by studies performed in the framework of the Initiative 2007 program, the development of the physical layer is significantly hindered by the growth of security threats and the ever-increasing lag of security technologies (information, communi- cation, engineering technologies) and cryptography from the level of technics, namely, technics intended to be used not in media with an extreme deficit of resources (Stochastic Technology), as is practiced nowadays, but in the time-lagged expensive processor technologies as well as in security technologies represented by them.
All this is accompanied by an unadvertised global advancement of hardware components, software and such systems as the Internet of «Things» foisted of by transnational corporations (TNCs) and their subordinate monopolies, logistics and retail chains, for the sake of fast profit and fulfilment of mercantilist objectives at the expense of ordinary consumers.

Besides, we cannot ignore the fact of hacking important and strategically significant economic data, which are stored on servers of TNCs and the and intelligence agencies.
Then, there will come the turn of the segments of the economy, engineering and technical infrastructures that can be brought down by using necessary software and hardware markers. Here we should equally mention the governmental systems, military technical, etc. With the deployment of Cyber Commands and the militarization of Сyber-Space, the above-mentioned threats will only grow.

Such serious threats to national security, and perhaps with the advent of nano-robots, and to civilization in general can be avoided through an innovative breakthrough in microsensor (RFID) and security technologies.
Studies have shown that this Iinnovative breakthrough can be made, based on discoveries in the field of algebra (Pre-Arithmetic) and System dynamics (Stochastic Systems) and Technical develop- ment (Random Method, Stochastic Method), taking into account best practices and the advanced world level, as given in the presentation «Security provisioning of RFID technologies and microsensor technologies» (Microsensor & RFID Technology).
The first step in this direction can be the Pilot Project on Sub- stantiation and Implementation of Minimalist (Low-Cost) Authentication Protocols of Microelectronic (RFID) Devices, which allows one to achieve overwhelming results and to minimize risks.
The implementation of the above-mentioned Project will make it possible to create high quality and super-power Generators of Random Numbers (Random Number Generator, RNG, PRNG, TRNG), including those built-in into microprocessors and coprocessors of computers (e.g., into Intel processors, Security Driver, at a significantly lower hardware cost and performance that is tens and even hundreds of times higher, as evidenced by the results of the Research), intended for the use in most cryptographic applications.

As seen from the results of the work of laboratories and RFID centers, organized in the technologically advanced countries, and from the acquired experience, working one step ahead in the coming Cybernetic revolution requires the establishment of national and international deployment Сenters of micro- and nano-sensor technologies.
This will allow us, with the decisive role of scientists and engineers, to unite, on a qualitatively new basis, the efforts of developers – Initiative 2011, to overcome departmental barriers and backwardness, and, then, to reach qualitatively new technological frontiers in the shortest time.
